The Centre for Policy Analysis (CPA) is registered under Indian Trust Act 1882. Prior to this, it was working as a research wing of the Association for Social and Economic Transformation (now it is non-functional). It is a Patna based research organisation. The focus areas of its research and activities have been development planning, decentralisation, internal security, foreign policy, strategic affairs, etc. Besides, CPA also studies policy implications of various schemes and policies of Govt. of India as well as that of the state governments. The CPA conceives its larger role as one of the contributing institutes in interdisciplinary studies helpful to the future development of the society. This institute works with the goal to promote highly focused research on various aspects of social and economic development of the country. As per the defined goals of the institute, it gives emphasis on the studies, which can provide feedback to the policy makers and planners on diverse issues ranging from strategic affairs to the social issues and all other issues essential to bring about a cohesive social system and inclusive development. The CPA-being a policy advocacy organisation-works in close association with policy makers such as legislators, bureaucrats along with other research organisations. It seeks to develop partnerships with all kinds of research organisations whether it is governmental, autonomous or non-governmental. In the past, CPA prepared district plans for more than dozen of districts of Bihar and Jharkhand, as a designated Technical Support Institutions of Department of Panchayati raj, GoI. As a TSI of the Department of Panchayati raj, this institute had also prepared the District Naxal Plan for numerous districts of Bihar and Jharkhand.
In 2013, in association with The Ministry of External Affairs, GoI, it convened a conference of Indian Strategic Thinkers at Patna on the theme of ‘Asian Security Environment and India’s Strategic Options’. Again in 2014, it organised the second Annual Conference of Indian Strategic Thinkers on the topic of ‘India’s Foreign Policy and Its Strategic Stance in Present Global Security Scenario’. This conference was inaugurated by General V. K. Singh, then MoS, Ministry of External Affairs. In 2016, it organised a third conference of Indian Strategic Thinkers in association with the Ministry of Defence, GoI in Ranchi on the topic of ‘Enduring Strategic Challenges and India’s Strategic Stance in Changing Scenario’.
From the last several years, the prime focus of the CPA is social issues. In 2018, it released its Report on the socio-economic status of India’s Religious Minorities. The recommendations of the Report were widely discussed by the various stakeholders and the policy makers. In 2022, it released ‘Global Minority Report’, which studied the status of religious minorities of 110 countries and all such countries were graded on the basis of their Constitutional and policy approach to their religious minorities. The Global Minority Report, is the First International Report published by an organisation of non-Western countries, which grades countries. Seeing the warm response of national and international media, social media and intellectuals of various countries, the publication of the Global Minority Report is being annualised.
The Centre for Policy Analysis is headed by its Chairman, Durga Nand Jha. He is a professional economist with keen interest in socio-economic, strategic and various international issues, which impact the world. He started his career as a journalist. He has been Project Director of more than twenty research projects. In the past, he was member of a ‘committee on Vision-2020’ along with many leading thinkers and intellectuals of India, which was formed by the erstwhile Planning Commission, Government of India in 2000 AD to prepare a vision document for India. In 2017, he was member of a committee formed by the ‘Ministry of Panchayati raj’ to review use of grants to the states under Fourteenth Finance Commission Recommendations. In 2018, he authored a report on the status of India’s religious minorities: India Minority Report: An Enquiry into India’s Minority Policy’. He is also author of the Global Minority Report.
